  • students to learn about the two houses of the Federal Parliament.  The Lower House is the House of Representatives.  Members of this house represent geographical locations across Australia, approximately 100,000 people.  The Primeminister must be from this house.  The Lower House is modelled after the Westminster system of Great Britain.  The Upper House is called the Senate, or the State’s House.  It is modelled on the American Sentate.  There are the same number of senators for each state. They are supposed to allow the smaller states a degree of power in Canberra, but our party system makes this difficult to happen.
